The main porpose of the land acquisition department is acquiring the rights of thelands necessary for public works, making the acquired land to be the vacant lotsand handing them to the construction department.The land acquisition department has many sections (e.g. rights survey, landmeasurement, property survey, land evaluation, calculation the amount of thecompensation, checking the amount of the compensation, land negotiations,making the contract, payment of the compensation money, land registration,managing the land).And each section has each specialist.

　The each section is respectively important, but I think that land negotiation sectionis most important.Because the public agency can acquire the vacant land only in the case that landowner agree with selling his/her land.

　It normaly takes some years for the negotiation stuffs to negotiate with a landowner from first contact to contract. This term exceeds more half of all necessaryterm of land acquisition jobs. 　Recently　I found and read again this book. It was the first time in 25 years.There are scenes that a negotiator smoke during negotiation and a director of thedepartment abuse his authority in this book. We are prohibited from taking theseattitudes now. So I feel strange in these points, but I think this book is great helpin learing what land negotiation is for current land acquisition stuffs.
